The Iowa High School Athletic Association Board of Control has passed the following recommendations from the Playoff Committee:
1. Classification Alignment:

Class 4A
- Remains the same
- Class 3A
- Remains the same
- Class 2A
- Reduce from 72 schools to 64 schools ( 8 districts of 8 schools )
- 1st and 2nd place in each district are the playoff qualifiers
- Class 1A
- Reduce from 72 schools to 64 schools ( 8 districts of 8 schools )
- 1st and 2nd place in each district are the playoff qualifiers
- Class A
- Remaining schools using 8 districts
- 1st and 2nd place in each district are the playoff qualifiers
- 8-Player
- 8 districts - district champions will be the playoff qualifiers
- ( non-district games will be cross-over games )
2. Player Limitation Rule
- Players will be allowed to participate in any free kick or scrimmage kick during the game and the player will not be charged with game participation relating to the 14-game player limitation rule.
3. Point Differential Rule
- The 50-point differential rule will be replaced
with the use of running time after the first half, anytime the
score differential reaches 35 points or more. Beginning with
ensuing kick-off, the following changes and only these changes
will be made regarding rules determining when the clock will and
will not stopped. The clock will run continously except
for the following situations when it will be stopped:
- Any time-out charged to a team
- After a score
- Intermission between third and fourth quarters
- Extended injury time-outs
- Anytime officials determine it is necessary for safety reasons.
- Note: (a) Normal clock operating procedures will resume when a team scores to make the differential less that 35 points. (b) The use of this rule does not preclude the use of Rule 3-1-3 which reads "A period or periods may be shortened in any emergency by agreement of the opposing coaches and the referee. By mutual agreement of the opposing coach and the referee, remaining periods may be shortened at any time or the game may be terminated."
4. The scrimmage recommendation WAS NOT approved by the IHSAA Board of Control.
